You've got problems.
First charge the battery, it should be a minimum of 12v, and should approach
13.5-14 when the car is running.
The brown wire to the starting relay should be battery voltage at all time.
The black wire should be 0 at all times. The other two should show battery
voltage when the key is in the start position.
What ignition sytem do you have in the car? Is it the tstock electronic, an
aftermarket electronic, or is it points.
BTW, besides the ballast resistor, there is a resistive cable betwen the
ballast resistor and the coil you should check.
