I use to work for a company that rebuilt starters and alternators, the
solenoids should not be lubed, but it should be opened and the contacts
inspected, resurfaced or replaced as required ( this was easy in a shop that
had all the required parts). The starter motor it self should have each end
of the winding shaft greased where they go into the brass bushings. The
commentator, should be sanded with a fine grade sandpaper (i.e. 800 or 1000
grit) and between the commentator segments should be cleaned out with a pick
or similar tool. Also, the throw out gear should be opened inspected and
greased. since this takes special tools, it really should not be
attempted. that is why a small amount of light weight oil is suggested.
