Open the drums and do thorough cleaning.
Check adjustments and check if the shoes are worn.
If no luck - renewal of the slave cylinders maybe the next step.
Did you renew the brake fluid regulary? If not so - do this first - perhaps
dirt has created this issue.
Master cylinder is the most expensive and difficult job.
