You probably have a stuck needle valve in the float bowl. You will have to
take the carb apart and either clean or replace the vale. It is also possible
that the float itself is defective and is full of fuel.
Depending on the particulars of your car, the overflow will either vent to
the ground or into the carbon canistor.
You may also have a defective seal on the cold start valve.
The best bet is to rebuild the carbs (they probably need it after sitting for
so long). Get a service manual like Bentley, to determine the fuel line
layout and the overflow.
