No.  The only way the spring characteristics of the bar itself will change
will be if it breaks.  The modulous of elasticity (springiness) of the
metal never changes.  In coil springs and leaf springs, even if thay sag
considerably over the years they still have the same spring rate, but they
will just take the weight of the car at a different loaded height.  Since
the sway bar has no load on it when at rest it will not sag or distort with
time.

Yup.  Also pay attention to wear in the end links and pins, and the bottom
end of the original type link has a rubber lined joint that can deteriorate
with time.  Aftermarket sway bars commonly use end links made of long bolts
with cup washers and rubber grommets on both ends.  These link kits can be
purchased at a very reasonable price through local auto parts stores.
