Two tricks I used to use to make my single ZS carb pass
the strict NY emissions:((now Weber DGV and passing
easily)
#1 loosen valves so they all tapped a bit.
#2 I had a vacuum tee in one of the vacuum lines that
went to the manifold. I would uncap the tee and the idle
became leaner and HC would drop down. I believe that I
had to be below 280 PPM HC to pass.
Your mileage may vary....
