the second number is the sidewall height, expressed as a percentage of the
tread width.

One of my LBCs has 205-60R-13 tires on it and I will be replacing them.
 Dilemma, I want to go narrower tires but keep the same diameter tire to
keep
the speedometer calibrated.

I was told the 205 represents the tread width in mms. correct? What does the
second number represent?
