It's running rich.  Lean out the carb until it starts to misfire a bit,
then richen it up just enough to get it to run well.  Also retarding the
spark timing a bit helps.  As you have already failed the test once, take
it to a pro shop for an emissions check, and have them be sure it meets the
standards before taking it back for the official test.

MG B-Series 1500 engine, similar to the engine used in the MGA but without
the tach drive.  Okay, more like the engine used in the MG ZB Magnette.
But the Met originally had very small intake valves and drove like a 40 HP
Volkswagon.  Put a better head on it and get a nice power boost.  Or
install any complete MG B-Series engine, 1500-1800cc.  When you get to the
final engine selection, ask for conversion notes.  Meanwhile find lots of
B-Series engine notes here:
