Be sure that you disconnect the vacuum advance to the distributor and plug the 
manifold take off before you set the timing.  If you haven't done this your 
timing will be retarded.   You can probably advance your timing to about 20 
btdc @1000 rpm (with vacuum disconnected).  Some people will advance till the 
motor pings, and then retard the timing a bit until the pinging stops.  
 
But, you might want to double check your vacuum advance system.  I think on the 
'69 the vacuum was ported from the carbs.  You can use either system but if 
your system is changed to manifold vacuum, you need to be sure that your vacuum 
advance module is intended to work with manifold, not ported vacuum.  From the 
web site below you should be able to match up your distributor and vacuum 
module.  The site indicates if the particular distributor is set up for 
manifold or ported.

Also, if your timing does not change with rpm, there is most likely a 
mechanical problem within the distributor which is preventing the advance 
weights from moving.  The movement of these weights determine the centrifugal 
advance at each engine rpm.  Disconnect the vacuum advance, plug the takeoff, 
have someone increase the rpm while you watch the timing mark.  If there is no 
advance of the timing mark when the engine is raced, there is a problem with 
the centrifugal advance mechanism.
