I haven't heard of this treatment in a long time but during the '60s it was 
commonplace.  It still shows up to the extent that rates for a given driver 
in the same vehicle will vary with zipcode.  Ranked according to history for 
the area.
Where's the justice?  It's all statistics.  Yoy kdow what they say about 
that;" Figures can't lie, but liars can figure.".
