IMO:

If the cost isn't too great I'd balance the new one.

AS to the missallinged TDC mark, definately make a new one.  Rather
than trying to take the dimension off the old unit, I would mount it
on the engine, rotate the engine until I was sure I had TDC on number
one, and then mark the pulley.

AS for the out of position notch:  That's what happens when we have to
put Chinese/far east parts on English cars in the USA!
