Sounds like the spacer needed for the late-style curved arm pump is missing.
The 75-77 Midgets used a straight arm pump that does not need a spacer, the
78-79s used a curved arm pump with a 1/2" spacer block to maintain the
correct geometry of the arm to the lobe on the cam. That then begs the
question, what kind of electric pump was put in and at what pressure does it
operate? If the pressure is too high, that may have been the source of your
carb leaking badly. The vapor lock brings up the question - Is (or was before
the carb switch) the heat shield there? There is a heat shield that attaches
to the exhaust manifold directly uder the carb that is very necessary because
the carb is perched directly over the catalytic converter. I would imagine
incorrect fuel pressure and excessive heat could still cause running problems
with your current setup.
