The squirt nozzles on the cowl can clog with carwax or whatever. Get a
fine wire or bristle to clean out the tiny hole. Also, sometimes you may
have to prime the pump after it has not been working for some time. Try
disconnecting the tube and using a small funnel to more or less fill it.
I have the manually operated type and you can wear out both hands trying
to get the thing started first rainfall of the season.
