Are these new horns? Old ones sometimes get "stuck" and need a vigorous
whack with a blunt object to persuade them to sound off.
On that "note", it "sounds" like you have a cross connection between the
headlight circuit and the starter relay. Is there a headlight relay in a
79? (I am a chrome-bumper type myself) Did you mess with any other wiring
when you were working on the horns?
