Brian,
Pull the outlet tubing off the pump, then try and see if it pumps. Also, if
there is a filter before the pump, replace it. At this point, if there is
no fuel flow, I'd say replace the pump.
As a final check, once the unit is out, it wouldn't hurt to hook it directly
to the battery.
