Thanks for all of the replies.
Last night I double checked for leaks everywhere.  None found.  Even if an
axle seal leak was not evident on the shoe itself, it would show elsewhere
in the area, I believe.  So, I am left with previous contamination of brake
shoe still causing problem, Barney's suggestion of too much heat changing
the molecular structure of the drum (whew!), and a new wheel cylinder.
Given that when I got the car, the PO had that brake adjusted too far out
and it had a slight drag (fixed immediately), and the fact I can get the
drum turned for free (well nearly), I think I will try that one first.
I'll report results, or lack of.
