It is a sad state of affairs when this sort of thing happens. Some sick
individual is robbing you of the advantages of Internet use.
Please don't just let it drop. First, report it in detail to your ISP.
Then, report it to your local police. Many now have special units to
investigate this sort of thing. Also, let some higher ups know. The FBI is
a good place to start.
Others have suggested revenge, but don't play that game.
Best of luck to you, and remember, it's probably only one or two sickies out
there. Don't condemn the whole world. You have friends on this list.
