The float chambers should be about 2/3 full. Inside the body the fuel
should come exactly to the top of the jet. The shoulder on the needle
should be exactly flush with the bottom of the air float, not pushed in
farther. If that all checks out try lowering the needle about 1/32".
Worked for me on Pikes Peak!
