The worst headlights on any car I have ever driven are, I think, on my
wife's US-spec '97 Voyager. These are dim, the beam patterns are a jumble of
light in various places, none of which are useful.
On European headlamps, it could simply be that the car driven by the
original poster had badly adjusted headlamps. THis is very common since all
recent european cars have dashboard headlamp adjustment. It is very common
to get into a rental car and find the previous renter has left the beams
adjusted fully down. Since the control on many cars is very unobtrusive and
looks like a panel lights dimmer, these controls can be adjusted in daylight
by mistake without the driver ever realizing what he/she has done.
