Voltage stabilizer

Hi list. Remember I wrote a while ago about the voltage stabilizer?
Well, It's toast. My dad took the '68 'B' out on the first drive in
about 6 years (without ME!!), and noticed a smell like something
burning. Look under the dash, and it's glowing red. He got home, took
a look at it, and it fell apart in his hand. 
So... need a new stabilizer. 
Question: Is this the way they give up the ghost, or do I need to look
for under the dash?
