refinishing metal parts

This weekend it was 32 degrees in Syracuse, spring arrived, so I started the 
renovation of my 77 MGB roadster.  Took off the spring pan, disks, spindle, 
& king pin etc.

The pan is a little rusty.  How would you renovate it, take it back to the 
metal or just take of the rust and paint?  What would you paint it with?

The same will also apply when I get the cross member off.
