PB Blaster works better than WD40.  Also, Busty works great.  (Order Busty 
from Ed Kaler: justbrits@aol.com)

Spray it on, let it soak.  Spray it later and the tap each spoke lightly to 
loosen and let the spray soak in better.  Might need to do this for a few 
days.  They will loosen up.  Also, remember to work them loose...tighten a 
bit, then loosen a bit, then tighten, then loosen.  If they are old, the rust 
is caked on and if you force it, they are too thin and will snap.
