I agree that it sounds like a control issue, and I really doubt that the 
whole thing is for real, but let's not forget what happened in the '70s when 
we got unleaded fuel and emissions control.  Performance and reliability went 
down, costs went up, and we didn't have millions of people breaking the 
emissions equipment and removing the cat converters, because it was against 
the law and the fines were tremendous.

IF it becomes law, the penalties will also become law.  If your state has an 
inspection system, you will have to maintain the speed control on your car.  
If you don't, and the state doesn't enforce the issue, they stand to lose 
federal funding.  Money rules!
