Factory manual says 15 Ft Lbs.
Now if think you have an air leak you can either find out for sure or stumble
around in the dark.
Start the engine and spray carb cleaner or WD-40 around the joint for the
manifold to head joint. If there is a leak the idle will change or perhaps
the engine will die.
No change go look elsewhere.
Assuming you have a leak you have two choices remove the manifold and find
out why (possible warpage) or take the brut force and awkwardness approach
i.e. tighten the nuts until either the leak stops or the studs break. (this
is know in the trade as the "tighten it up till it starts to get loose, then
back off a tad") Then when you have the manifold off figure out what is not
flat.
