As well as checking the water flow, check the fan wiring as well. Try
reversing the connections at the fan - one way gives much more blow than the
other. Try blanking off various amounts of the grill - when the ambient is
very low the 'wind chill' effect while travelling will stop the engine
getting up to temperature even with the thermostat closed.
