Hello,
I had to do this in my B not long ago and the only recourse was to take
out the steering column, remove the wiper switch (my
turnsignal/dimmer/horn switch was broken so I didn't care if I smacked
it). I soaked the nut/splines/hub in PB Blaster for 2-3 days then put it
in a vise and whacked the back of the wheel with a hammer. When I was
about to give up *POP*...it came off. I don't think I would try this is
the switches are to be saved and can't be removed.
