My first move would be to remove, clean and tighten the battery +/-
clamps. If it doesn't help, test the battery or swap in a different
battery temporarily to prove/disprove that the battery is the culprit.
The lamps don't pull nearly as many amps as the starter, so are not a
reliable indicator of battery health.
