My airpump was also disabled by the P.O. I didn't give it much thought until
I had to get the car in for state inspection and the "e" word was mentioned.
Then I was nervous because I figured that I would have to rebuild the emmission
system and put on a new pump. The old one was jammed.
I asked about a waiver because of the age of the vehicle (its an 80). The
mechanic said that in this state (PA), there is no exemption unless the car
is a lot older. However, there is an exemption for cars that drive
less than 5000 miles a year. Excellent. I Pass. No visual either ! Bonus.
The mechanic told me that the B's will pass without the emmission gear
in many cases.
The moral of the story is, ask but don't tell. Maybe you can get away with it.
One final note. The garage doing the safety inspection did was not the
same one doing the emmissions. They have an agreement with a local shop
near them. Good luck with yours.
