My experience with the turn signals was twofold.

First, I removed the column surround to examine the switch mechanism. In 
my case, the nylon (white plastic) from which the switch is constructed 
was severely deteriorated, crumbling to the touch, and several small 
components had become detached. So I was forced to buy a new switch.

Secondly, even after replacing the switch, I had symptoms similar to what 
you describe. I replaced the flasher unit to no effect. I then traced the 
turn signal wiring both to the front and rear of the car, unplugging and 
cleaning all connectors. At this point I discovered that many of the 
double-female bullet connectors were seriously corroded, and 
disintegrated when I attempted to pull them apart. Finally, after 
cleaning or replacing all the connections, as well as the bulb sockets, I 
had functional turn signals.

I think the story here is that the amount of resistance in the wiring is 
critical to the flasher operation; in other words, corroded connections 
that may still function for a constant load (such as parking lights) 
create too high a resistance for the proper operation of the flasher 
unit, preventing the turn signals from blinking.

I'm not sure, but I think the hazard flasher may be a separate unit (my 
'66 doesn't have a hazard light circuit). As for your tach, I'd check the 
wire connections on the back and at the coil. Possibly one is just loose.
