It;s a vapor collector. The petrol fumes rise into the collector and
eventually make it to the charcoal canister. I found that if I didn't have a
'vented gas cap' that on very hot days with my car parked at an angle where
the rear is lower than the front, that gasoline would work its way into the
vapor system and eventually come out at the charcoal canister, making a
hazardous mess. With the vented cap, I've never had this happen again.

It could be running with 'no pressure'. I've had mine do that before. It's
sensing 'no' or 'low' pressure and it wants to keep on pumping until it
reaches it's pressure-shut-off level. If it were actually pumping gasoline
and not stopping, eventually you'd find the exit point. lt could also be a
faulty pump!
