trailer wiring/not LBC but could be

Hello All;
Once again I seek your combined wisdom. Buddy of mine at work just asked
if I knew anything about trailer wiring. He can only get one side to
work. It's a boat trailer but could just as easily be a LBC trailer
(obligatory LBC content).
I think it sounds like a ground? perhaps? or am I just being lulled into
that line of thinking cause of my LBC experience? Any help would be
greatly appreciated.
