Stuart,
You may find that there are a lot more holes through the firewall than
you now see, so removal of carpeting and the under-dash panel would be
worth doing as steam and detergent would make a mess inside the car.
Another approach that works well, though it may be slower, is to put
mineral spirits (paint thinner) in a spray bottle, squirt and scrub with
toothbrush. It's less likely to remove paint than steam.
