This discussion about the merits of lacquer vs. enamel is very interesting but I'm not aware we can even buy lacquer. The suppliers here seem to offer four grades of product: economy (enamel), better (acrylic enamel), more better (polyurethane), and best (base coat, clear coat urethane).
