wire wheel help

For certain wire wheels were wire wheels painted or chromed? Is there any
way to tell what is original and what is supposed to be there....would a 70
BGT have painted or chromed wire wheels. and what exactly are the contents
of a BMIHT certificate? has anyone scanned one and posted a pic?.....
