On second thoughts, the requirement to withstand a short circuit is not
neccesary, a high voltage resistor in series with the capacitor under test
will suffice.

Fundamentally, there are 2 possible failure modes: 

1. short circuit -- probably really breakdown of the insulation, so high
voltage rig required to test. There  really is no alternative.
2. Open circuit. It is quite possible for a modern digiital multimeter to
have a capacitance measurement option. Look for near-zero capacitance. 

Since you need to look for both failure modes, you have to have the high
voltage test rig. 

I go back to my original assertion, if it hasn't failed, don't replace it!
