I'm not an expert in upholstery, but I've done my show winner 'B' twice. 
I agree about the foam; not only will it deteriorate rapidly, but it won't
provide a stable enough platform under vinyl.......it will still feel like
foam.
How about a random piece of commercial carpet....you know the real thin,
smooth stuff. I would glue it directly to the wheel wells and add the vinyl
over it.
