Testing for power at the solenoid is, of course, important.

However, use a voltmeter, not a test light. A friend and I once spent most
of a day changing parts on an overdrive which would not engage, only to find
that the solenoid was not being activated even though a test light showed
power was coming out of the switch. We eventually checked the wire with a
voltmeter and found dirty contacts inside the switch were restricting the
output to less than 6 volts - enough to light the test light but not enough
to make the solenoid move.
