I think the gigantic sunglasses you describe are issued to cataract surgery
patients (or is it glaucoma...?) They cannot allow any sunlight to hit
their eyes for a few weeks after the procedure. Many of them like the
sunglasses so much, they keep using them (at least, that's what my
father-in-law tells me).
