That sounds INCREDIBLY tight to me, but that's a side issue.

Just make them "snug". If you notice they are opposite threads
for opposite sides of the car, and they are this way so that driving
naturally tightens them.
Just spin them on, make sure everything is seated, and give them
a couple of good whacks with the hammer (eared type) or one good
grunt (wrench type).
