NON LBC / A/C question

Sorry for the non-LBC post, but you folks are so knowledgeable and have
been a great help in the past, so I thought someone here might know -

I had the air conditioning system in the Probe checked out and it turns
out the condenser leaks. It also needs a dryer.  Now, it is my
understanding that, at least where I live (NY State), because of the
environmental dangers of refrigerant, that supposedly only "certified"
mechanics can work on A/C systems.  I understand the reasons for this,
but the "certified" mechanic wants $500+ (mostly labor charges) to do
the job.  Is there any reason why, since the refrigerant has leaked out
(and the system obviously is no longer under pressure) I can't just get
the condenser and dryer (from a buddy who may be able to get them at a
discount), replace them myself, and only pay the "certified" mechanic to
recharge the system?  Or is there some other, additional reason why you
must be "certified" to do the work?  Has anybody out there done this?
Would it require any "special" tools?
