I'd still take it in for a test before going out and buying all the
emissions stuff. If properly maintained your car will pass the tailpipe
test with a Weber, the only problem is that grey area called "visual
inspection" and I don't know what the laws are in NJ. I was in the same
boat with my 76 B a few months ago. I had a Weber with a header and no air
pump or cat. Of course when I went in I passed the tailpipe test but failed
the visual inspection and had to buy everything anyway. I was out $150 for
the air pump setup and $85 for a cat. Colorado has free retests if you
fail, so I only had to pay for the test once, and I knew exactly what had to
be done to the car. You may not need all that stuff on your car (I didn't
when the car was in PA), so why spend the money unless you are sure? If it
gets to the point where you have to put a cat and air pump on with your
Weber, let me know and I'll share my trials and tribulations with you.

I just worry about Visual inspections... the fuzz can stop you on
the road in
NJ and "inspect" your car. AND they carry tailpipe sniffers.
A pretty Damask Red B will stick out like a sore thumb in the sea of
Camrys
and
Galants we have up here...
