Sounds like the rear brakes themselves need adjusting. You may find you have
to back off the parking brake adjustment to a "middle position" because you
probably adjusted the wrong thing.
I never adjust the cable except when it's first installed. It is not wearing,
but the rear shoes are. When the parking brake seems to need adjusting, it's
actually time to adjust the shoes. Pull the drums every other time and look at
the shoes. Make sure they have adequate lining left. Check them this time
around unless they were recently replaced.
Jack up a rear wheel. Do this on level ground and block the remaining wheels
because you have to leave the parking brake off. Use a jack stand for safety,
you're going to be under there. Now tighten the little square adjuster until
the wheel starts to drag.Then back off a click or two until it turns freely
again. Do this to each side. I think you suddenly going to have plenty of
parking brake.
