It's a European Directive against discrimination of the blind:
this way they can steer and change gear with their right hand and
tap the crash barrier with their left hand to check their
direction. 

Britain will comply with this Directive as of February 1st for
trucks, and cars will follow on March 1st.

BTW: last weekend I thought I blew up the engine of my B: just
when I hit 80 mph on a country road an enourmous noise surprised
me completely. It was a Boeing 737-200 that was a bit low in the
approach for the local airport and that put on full power to gain
some height. Frightening.
