MGA Fuel Sender

I dropped the tank on my 59 MGA this weekend in preparation to having it
boiled out & checked for leaks.  I figure it would be a good idea to
remove the sender before taking it over to the shop but am unsure as to
which set of screws actually holds it in.  From the outside there is a
small rectangular box (about 3-4 screws) surrounded by a larger circular
plate - 4 screws.  Am I correct that the outer circular plate is the one
that holds the sender unit in?  The reason I ask is that the plate
appears to be bonded on (it may be paint though).  My shop manual either
has no information on this unit or it is so buried as to not be readily
available.

Second question - does anyone have any tips for removing seriously
painted over phillips screws?   I want to replace the filler pipe
grommet in the trunk but the plate is fastened down with screws that
look more like rivets.  I suppose I could use carb cleaner, brake
cleaner (or brake fluid - it sure seems to remove paint I want to keep
on the car - maybe it will do the same here).
