Actually, some do have a minor problem.  I have set some
systems to 11:59 PM on December 31, 1999 and let the
system clock tick over to january 1.  On reboot the system
clock did read January 1 but the year was NOT 2000.  This
happened on some Hewlett-Packard Vectras and a few other
odd clones.
