There is a bolt on the side of the top of the lever arm shock
(the bit that is like a small can mounted on its side).
You can add fluid there while it is on the car (I use ATF in an oil
can with a long flexible spout). From my experience, this is all that is
needed a lot of the time, however when it hasn't worked, I had to
remove the shock and make sure that part was full but also had to
remove the valve and carefully fill that part as well. I'd hazard a guess
that there are two chambers inside the shock with either slow or no
oil movement between the two chambers.
If you do remove the shock, don't forget to re-do your alignment afterwards.
