After a major battle I found that the easiest way was to remove the
complete steering column, take it to the vise and work on it there.
Once held in the vise, and the right way up for working on, I found that =

could unscrew the headless bolts with a small punch, just tap tap tap eac=

one round and out they come.
The originals are a sort of shear bolt. It starts off with a hex head, bu=

as it is done up this shears off so that the steering lock cannot be undo=
ne
with a spanner (wrench ? ). That's why they are so hard to do when worki=
ng
up side down in the car !
