line the pump should still start up when the key is turned? Does this mean th
t both the old pump and the new one are broken? Should I send it back and get
  third?
< TIA.

If the clog is downline from the pump, then the pump may give a click or
two and rapidly reach full pressure, unable to move any fuel. Check
your fuel filters.
