cranky when cold

ok, it's labor day, ain't much going on, so i thought i'd drop on  the
list and see if any of y'all can kick it around a bit. a while back, my
'66 midget developed a bit of an annoying problem. when you go to start
the engine when it's dead cold it takes a while for it to actually come
to life. once it does, for a few minutes it will stall if you try to give
it any gas. then problem gradually gets better over a few minutes time
(you can push further on the gas before it wants to stall) until it goes
good with no problem at all. if i shut it down and start it a short time
later (engine still warm) it comes to life instantaneously and has no
problem at all. it's just those cold starts. it kinda acts like a plugged
fuel filter when it's cold. this problem happened all of a sudden one
morning and it's been rather persistent ever since. i never saw it as a
major annoyance though, since i always let my cars run for a minute when
they are cold before i ever drive. this car has hs2 carbs w/ manual
choke, and an aftermarket puralator fuel pump. the carbs were rebuilt a
few years prior.  choke linkage seems to operate fine, fuel filter has
been replaced, and i've looked all up and down the fuel line and don't
see any obvious problems. 
        anyone ever had a problem like this before? 
one other program note: no matter how much i adjust the carbs, either
before or after they were rebuilt, i have never been able to get this
thing to idle slow enough. once it is warm it always wants to idle around
1200-1300 rpm. could this be a case of having the wrong needles?
