Linda, 
 The solenoid may be at fault, but the "click" test may not be
sufficient. In the LH type OD, which your car probably has, the click
isn't audible. It is easily heard in the earlier OD, as in 1969s,
however.
  My suggestion is that, having determined the fault to be other than
electrical, is just to replace everything that's part of the pump,
especially all the little springs, washers and O-rings. Pump is
expensive, though.  Actually, if you don't mind going through the
exercise twice, just replace all the balls, seats, springs, Orings and
washers but not the pump.  One can do all this pretty easily, although
it's messy. THe hardest part is refilling the trans with oil.
